District Day Care Chemotherapy (DCCC) Project – Karnataka
Purpose of the Project:
- To decentralise chemotherapy services and make them accessible at the district level.
- To reduce travel burden and hospitalisation costs for cancer patients.
- To prevent treatment dropouts caused by logistical difficulties.
Key Features:
- Day Care Chemotherapy Centres to be launched in 16 districts.
- Centres will operate on a “hub and spoke” model:
- Hub: Tertiary care centres (e.g., Kidwai Memorial Institute)
- Spokes: District Day Care Chemotherapy Centres (DCCC)
Need for the Project:
- Cancer Incidence in Karnataka (ICMR-NCRP 2023):
- ~70,000 new cases annually.
- Leading cancer types:
- Breast: 18%,Cervical: 14%,Oral: 12% (higher than national average),Lung: 8%,Colorectal: 6%
Benefits of DCCC:
- Improves access to cancer care in rural/district areas.
- Reduces urban-rural health disparity.
- Minimises cost for patients by avoiding long-distance travel or prolonged hospital stays.
Supports stable patients requiring only follow-up chemotherapy.
Renaming of Ramanagara District to Bengaluru South – Karnataka
New Name:
- Ramanagara district to be renamed as Bengaluru South district
Key Points:
- Background:
- Ramanagara was originally part of Bengaluru district.
- Carved out as a separate district in August 2007 during the JD(S)-BJP coalition, led by then CM D. Kumaraswamy.
- Centre’s Rejection:
- A few months ago, the Central government rejected the proposal.
- Despite this, the Karnataka Cabinet has now approved the renaming.
- State Government’s Stand:
- Deputy CM D.K. Shivakumar:
- “Renaming is a State subject.”
- “Centre has no powers; only needs to be informed.”
- Implementation:
- Notification will be issued
- No change in Ramanagara as the district headquarters.
- All land and official records will be updated accordingly.
- No financial implications from the name change.

Articles Relevant to Renaming Districts
- Article 245 & 246 – These define the law-making powers. States can make laws and take decisions on matters in the State List (Seventh Schedule), which includes district administration.
- Seventh Schedule – State List – Public health, police, and local governance (including naming districts) are listed here. Hence, it is purely under State control.
- Article 256 – Says States should follow Central laws, but it does not give the Centre power to interfere in subjects under the State List.
Article 162 – States have full executive power over State List matters unless the Constitution says otherwise.
